Allow multiple app filters with and/or in configurations

It would be nice to be able to have, for example, the regular filter with 'and [filter - not test system]' so it's possible to quickly disable something from the base configuration so that it's possible to, for example, deploy a newer version of a flexapp or shortcut in the test configuration (with 'and [filter - test system]).
